The Receiving Council with these facts before them were of opinion that Mr. Gunthorpe deserved to be dismissed from the Service even if his explanation were true; but after a very lengthened and patient investigation of every circumstance which could by any possibility throw light on the case, the Council were satisfied that the monies in question had not been paid to Mr. Newman, but had been applied by Mr. Gunthorpe to his own
